The Police are necessary, our society would be dramatically poorer if it were not for the presence of law enforcement, but we have become stuck in our ways in the Britain, and time waits for no man, the Police need to change with the times too. As our goal is to break England up into administrative regions, our plans are to reduce the Police forces in number (not the number of Police Officers) to match the number of administrative regions, in England this will likely be 5 -7 areas, this would give the England between 5 & 7 Police forces, administered and run by the region they Police. Local Police Forces would not be armed except for Tasers and Pepper spray.
The Same would be enacted in Wales and Scotland, Wales would likely be broken in two administration regions, Scotland into 4. It should be noted that this would not be imposed on Wales and Scotland, however, they would have to take over administration of their Police Forces with funding for them from the tax they raise in their region.
The Federal Government would also have a series of national police units, that would have jurisdiction across the British Isles over and above local Police forces. These units would cover
- Roads Policing – this unit would cover all Motorways, arterial routes and major roads linking towns. Local streets and unclassified roads would remain the jurisdiction of local forces.
- Murder – this unit would investigate any attempted homicide, homicide and suspicious deaths. Local Police Forces would have no jurisdiction.
- Terrorism – any terrorism related crimes or reports would be investigated by this team, local forces would have no jurisdiction. They would work closely with other security services. All Officers would be armed with tasers, pepper spray and sidearms. Specialist responce treams would be armed with other weapons as deemed appropriate
- Human Traffiking – any human traffiking related crimes or reports would be investigated by this team, local forces would have no jurisdiction. They would work closely with other security services. All Officers would be armed with tasers, pepper spray and sidearms. Specialist responce treams would be armed with other weapons as deemed appropriate.
- Financial Conduct Team – this team would investigate both regional and federal financial matters to ensure that all contracts awarded met the very high standards the public have a right to expect.
There has been much made in recent years regarding standards within Policing, with high profile cases bringing the Police into disrepute, the reasons for this are many and complex, but one of the core reasons has been the lack of proper oversight and monitoring of the Police. In the past, the Police were investigated by – well, the Police – now they are investigated by the the IOPC (Independent Office for Police Conduct), but their powers and authority will be expanded. At the moment, they have reasonably extensive powers, including the power to arrest, enter Police stations unmolested and demand information, it is a crime for their investigations to be interferred with or hampered. We will give them even more powers, namely, any complaint made by a member of the public or a colleague will automatically be investigated by the IOPC, however, the IOPC will be tasked with investigating complaints against any person in public service, whether Police or not. This would require an extensive expansion of their resources and would take time to employ and train staff to an acceptable and approritate level, but corrupt or inappropriate behaviour by any person who has been employed by the state, regionally or federally, will not be tolerated and there will be severe sanctions against any person found to be abusing the powers of their office, commiting crimes or acting in a way that would bring their service or department into disrepute.
The public, rightly, expect high standards from those employed by the state, especially Police Officers, Prison Officers and others tasked with upholding the laws, whilst we cannot expect people to be saints or perfect, we can expect them to generally behave in a way that does not break the law or tarnish the reputation of the Police etc. The IOPC, which would be renamed, would investigate any and all complaints, and they would have the power to dismiss any person if they are found to have committed gross misconduct or they have committed a crime.
One major change we will make is the abolition of “cheap Policing” in the form of Community Support Officers and their ilk – this has been divisive in the ranks of the Police and the public alike, these “cheap” officers need to be replaced with warranted Police Officers. The Police will be given back the powers to enforce parking regulations on public roads that was removed by the Traffic Management Act 2004, the currently employed CSOs can be used to enforce parking regulations with specialist training with the powers of arrest in the event of violence or threats against them whilst performing their duties, but their powers of arrest would be strictly limited by law.
Another change would be the legal requirement for every community with a population of at least 250 people to have a Police Officer stationed and living within it, where communities are below this number, nearby communities would be required to have sufficient resources to police both – these would be true community Police Officers as they used to be.
All Police Officers, regardless of rank, and related security services staff would be issued “body cameras” that would need to be filming when they are on duty at all times, with footage uploaded to the web automatically. The IOPC would have jurisdiction over this footage and would not require a Courts’ order to review it for any officer of any rank. If an Officer, regardless of rank, turns their body camera off for any reason, whilst on duty, that would be considered misconduct. Each camera would be fitted with a function that would stop the camera for 5 minutes, but still record sound, to allow officers to change clothes or use WCs, if this function is used at any other time, misconduct.
At present there are three major Policing units that fall outside the normal Constabulary make up that are effectively national police forces.
- British Transport Police (BTP)
- Civil Nuclear Constabulary (CNC)
- Ministery of Defence Police (MDP)
- Port of Dover Police (PDP)
We will incorportae the BTP with the Federal Police and this will become a division within the Federal framework, the CNC and MDP will be amalgamated into the Military Police and then fall under the control of the Ministery of Defence. Nuclear sites are of strategic national importance, we feel it is right that they are guarded by the military. The duties of the Port of Dover Police, and all other ports and airports, will fall under the purview of the Federal Police, as such, the PDP would be amalgamated into the BTP division of the federal Police.
