Below is a draft of the code of conduct we believe all public officials must sign upon election to office or appointment to office.
Preamble
This legally binding agreement establishes the ethical, legal, and civic obligations of any individual elected to public office in the British Isles under the Constitution. All officeholders, prior to assuming their duties, shall sign this contract to affirm their duty to the electorate, to the sovereignty of the people, and to the integrity of democratic governance. Public office is a position of trust, not a vehicle for personal enrichment or influence.
- Duty to the Electorate and the Nation
1.1 The Representative acknowledges that they serve solely at the pleasure of the people, not for personal gain, ideological dogma, or the interests of private parties, donors, or foreign actors.
1.2 The Representative must always act in the public interest, safeguarding the dignity, security, and prosperity of their constituents and of the United Kingdom.
1.3 They must be accessible to their constituents, maintain regular communication, and actively engage in public dialogue.
- Behaviour in Public Office
2.1 Representatives shall conduct themselves with dignity, civility, and professionalism at all times in public or when performing any function associated with their office.
2.2 Personal behaviour, both in public and online, must reflect the seriousness and responsibility of their elected role.
2.3 All public communications must adhere to factual accuracy and should avoid inciting hatred, spreading misinformation, or discrediting institutions without clear evidence.
2.4 All Officials charged with any criminal offence agree to suspended from office immediately.
- Financial Conduct, Gifts, and External Influence
3.1 Representatives must declare all income, assets, debts, and financial interests to a publicly accessible register, to be maintained and updated quarterly.
3.2 In line with a modernised interpretation of the Emoluments Clause, no elected official may accept:
- Gifts of any kind from foreign governments, foreign nationals, lobbyists, or private corporations.
- Domestic gifts with a value exceeding £10 without declaration, no gift exceeding £100.
- Free or subsidised travel, accommodation, entertainment, hospitality, or holidays from any third party unless authorised by the independent Office of Ethics and Standards and recorded in the public register.
3.3 Meals, drinks, or entertainment received in any official, lobbying, or stakeholder context must be declared if the combined value exceeds £10.
3.4 No Representative may hold paid roles, consultancy agreements, or shares in companies that may benefit from government policy, tendering, or legislation. Breach of this clause constitutes grounds for dismissal and criminal investigation.
- Conflicts of Interest and Outside Activity
4.1 All secondary employment must be declared and approved by the Office of Ethics and Standards. A Representative may not hold any other employment that conflicts with their parliamentary duties.
4.2 Family members, spouses, or domestic partners employed in any capacity must be declared, and such employment must follow public recruitment rules and remuneration standards.
4.3 Representatives may not lobby or seek to influence policy on behalf of private interests from which they or their close relations benefit financially.
- Declaration of Allegiance and Responsibilities
5.1 Upon signing this contract, the Representative declares:
- Absolute allegiance to the British Constitution and to democratic governance.
- That they will uphold the rule of law, civil liberties, and institutional integrity.
- That they reject all forms of corruption, cronyism, or self-dealing.
- Sanctions and Enforcement
6.1 Breach of this Code of Conduct shall trigger investigation by the Office of Ethics and Standards and may result in:
- Immediate suspension from official duties.
- Loss of seat via recall or impeachment processes.
- Criminal referral where appropriate.
6.2 Failure to sign this agreement before swearing in shall render the election void and the seat vacant.
- Duration and Renewal
This contract shall remain in force for the full duration of the Representative’s elected term. It must be re-signed in the event of re-election.
